Operating in a sustainable and ethical manner

Sazankurak aims to operate in a responsible manner to ensure the safety of employees, contractors and the environment. Safety is a personal and shared responsibility and Sazankurak is committed to occupational health and environmental impact mitigation. We believe everybody working at or visiting our facilities has a right to return home safely and to perform their duties under safe working conditions.

HEALTH AND SAFETY

The wellbeing of employees and contractors is of paramount importance to Sazankurak and we promote an active health and safety culture within the Group. QHSE training and procedures are rigorous and are promoted to an international standard.

Progress against 2020 targets

The Group has activities that potentially involve a high number of injuries. In 2020 there were 2 (two) lost time incidents relating to Sazankurak Group employee and one of the contractors, all of which were in the Republic of Kazakhstan. As per our HSE procedures, all incidents were investigated, their causes identified, and corrective action plans developed.

Number of lost time incidents is significantly decreased for the last three years. Below is the statistics of all recordable incidents.

In addition, we have improved contractor safety management. An updated contractor management framework was developed and implemented in 2020. In 2020, Sazankurak developed HSE pre-qualification criteria and HSE requirements for high-risk activities.

Two HSE MS audits of major contractors and two internal Zhaikmunai process audits were performed in 2020.

HSE Leadership, Communication and Awareness

In 2020 Contractor HSE performance Procedure was rolled out for all Contract Owners and C&P, a pop-up window appears on the screens when log-in every day with safety notification from QHSE department, HSE Posters printed and published on all visible locations.

Monthly QHSE Reports are produced and distributed to communicate HSE Performance to all Group personnel.

A lot of efforts taken to prevent COVID-19 in Company including the following measures:

  • All employees are provided with masks, gloves and antiseptics
  • Medical staff is provided with protective сoveralls and all required PPE
  • Regular quartz treatment with UV lamps in offices in Uralsk, in the Field offices and Terminal.
  • Pre-shift PCR and express testing for all staff working on rotational basis
  • Daily thermometry before work starts
  • Reduced office occupancy for remote mode as per Sanitary authorities’ guidance

Process Safety

In 2020, there were no Tier 1 or Tier 2 process safety events registered at Sazankurak’s production facilities. Tier 1 and 2 safety incidents are those where there is a loss of primary containment with the greatest consequence as defined by the American Petroleum Institute. These are unplanned or uncontrolled release of any material, including non-toxic and non-flammable materials from a process that results in one or more of the following consequences:

  • an employee, contractor or subcontractor incurs days away from work, injury and/or fatality; 
  • a hospital admission and/or fatality of a third party; or
  • an officially declared community evacuation or community shelter in place including precautionary community evacuation or community shelter-in-place; 
  • fire or explosion damage with a direct cost of at least US$100,000



The selection of the applicable maintenance strategy type versus the equipment criticality is identified based on the impact that equipment failure has on related risk. This enables maintenance to be prioritized in the event of shortage of resources and allows reporting against critical systems.

Safety Critical Elements are devices, equipment or systems that are required to ensure process conditions are maintained within safe operating limits, or the purpose of which is to prevent malfunctioning.

Sazankurak is a proud community partner and strives to foster a culture of openness and engagement. We are pleased to be able to offer social and financial support to promote the wellbeing of local residents.

2020 key initiatives

The Company did not participate in charitable or social projects/events in 2020 or provide any sponsorship. However, Sazankurak provides support on an as needed basis, such as lending special machinery in emergency situations in rural districts on occasions of extreme snow or infrastructure accidents and providing transport for rural children to participate in excursions to historical places within the region.

Payment to governments

Sazankurak is committed to transparency in its business activities and payments to governments. We have a formal public relations and government relations procedure which regulates our relationships with the local community and with government, and details how and why we engage with various stakeholder groups. In 2020, a total of US$31.5 million was paid to governments by Sazankurak and its subsidiary undertakings. We will report on 2021 payments to governments in the first half of 2022. Liquidation fund contribution

Under the terms of the Atyrau PSA, Sazankurak is building up liquidation funds of US$12.7 million to eliminate the consequences of operating activities, namely the conservation of the environment, the liquidation of drilled wells and the elimination of other facilities. These projects will be subject to confirmatory approval by the Company, the local community, and government. At the end of 2020, US$7.7 million was held on restricted cash accounts as liquidation fund deposits including amounts held in respect of Rostoshinskoye which was sold in 2021 (2019: US$7.6 million, which included deposits for the subsoil use agreements for Yuzhno-Gremyachenskoye and Darinskoye).
